(a) Notwithstanding any law to the contrary, a joint powers board established under section 123A.443 or 123A.78 , and the board of each of its member districts may hold meetings at a facility operated by the joint powers board. (b) The joint powers board shall establish and maintain a schedule of the time and place of its meetings and shall give notice of regular and special meetings as required under chapter 13D.
