BOARD OF WATER AND SOIL RESOURCES.

The board has the authority after the filing of an establishment petition to:
(1) establish a watershed district;
(2) define the boundaries of the watershed district; and
(3) appoint the first board of managers of a watershed district.
To implement this chapter and to hold hearings, the chair and members of the board may subpoena witnesses, administer oaths, and compel the production of books, records, and other evidence.
(a) The right to examine and cross-examine witnesses in board hearings is in the same manner as in civil actions.
(b) All persons must be sworn in before testifying.
(c) Witnesses must receive the same fees and mileage as in civil actions.
The board must keep a record of all proceedings before it and maintain the record on file. Copies of the record may be obtained on terms and conditions prescribed by the board.
The board may adopt rules of practice for its proceedings and hearings that are consistent with this chapter and other provisions of law.
