Sec. 587. A sheriff, constable, or other officer who wilfully neglects to execute any: (a) attachment, (b) summons, (c) precept to summon a jury, (d) warrant to apprehend a witness or any other person, or (e) any other process authorized to be issued by any judge which is directed and delivered to him may be fined by the judge who issued the process in a sum not exceeding $100.00.
