Sec. 3. (1) The state shall not award a contract or a subcontract to an employer whose name appears in the current register compiled pursuant to section 2. (2) After January 1, 1982, an employer who has a contract with this state, in relation to that contract, shall not enter into a contract with a subcontractor, manufacturer, or supplier whose name appears in the register compiled pursuant to section 2.
