Joint Settlement Committee; Findings of Fact; Issuance of Award.

Sec. 19.
Within 20 days after the conclusion of the hearing or such further time to which the parties may agree, the joint settlement committee shall make written findings of fact and issue its written award upon the issues presented to it and upon the record made before it, and shall mail or otherwise deliver a true copy thereof to the parties or their representatives. The award of the joint settlement committee shall be limited to the last offer of the association or the last offer of the handler, whichever more nearly complies with the criteria contained in section 20.
