Sec. 22. (1) The department may enter into a reciprocity agreement with a state or country that has an organic program that has been determined by the director to be substantially equivalent. This includes, but is not limited to, certification standards for organic producers or handlers or products, licensure, or other state regulation of certifying agents. (2) In a state or country that the director has determined to have no organic program including, but not limited to, certification standards for organic producers or handlers or products, licensure, or other regulation of certifying agents, the director may enter into a reciprocity agreement with private certifying organizations upon demonstration to the director's satisfaction that their program, including certification standards, meets or exceeds those established under this act, rules adopted under this act, or both.
