Sec. 203a. (1) As used in sections 301 to 327, "commissioner" means the secretary of state or an authorized representative of the secretary of state. (2) Sections 201 to 203a shall not alter, modify, or amend the functions, duties, and responsibilities of an elected or appointed state or local official under this act.
