Forms prescribed and provided by registrar; rules and regulations; assignment of persons subject to civil service to administer this chapter

Section 29. The registrar shall prescribe and provide suitable forms of applications, certificates of title, notices of security interests and all other notices and forms necessary to carry out the provisions of this chapter. The registrar may make necessary investigations to procure information required to carry out the provisions of this chapter, adopt and enforce reasonable rules and regulations to carry out the provisions of this chapter, and assign or affix a new identifying number to a vehicle if it has none, or its identifying number is destroyed or obliterated, or its motor is changed, and shall either issue a new certificate of title showing the new identifying number or make an appropriate indorsement on the original certificate.
Officers and employees engaged in carrying out the provisions of this chapter shall be exempt from the provisions of chapter thirty-one; provided, however, that officers or employees who are subject to said chapter thirty-one may be assigned by the registrar to assist in the administration of the provisions of this chapter whenever he deems it to be necessary. Nothing in this paragraph shall be deemed to authorize any person engaged to carry out the provisions of this chapter to be assigned to or be employed in any office or position subject to said chapter thirty-one.
