Section 9C. As used in sections 9D to 9F, inclusive, the following words shall have the following meanings unless the context clearly requires otherwise: ''Approved jurisdiction'', any other state, territory and the District of Columbia, any state, province or territory of Canada or other jurisdiction with which the division has established a reciprocity arrangement for boating safety education. ''Non-resident'', a person whose legal residence is not within the commonwealth.
