Section 41. The governor, with the advice and consent of the council, may lease to, or permit to be used by, the United States or any department, bureau or agency thereof, any state hospital, school or workshop, and its premises and equipment, or any other suitable resources belonging to the commonwealth, to enable the United States to re-educate and rehabilitate in industry any soldiers and sailors in the service of the United States or its allies.
