Section 160. The council shall from time to time examine the laws and procedures relating to the correction and prevention of juvenile delinquency and the degree of rehabilitation of juvenile offenders, with a view to advising the justices of the juvenile courts of matters affecting juvenile behavior, and to revising the laws relative to the treatment and disposition of juvenile offenders. Said council shall be provided with quarters in the state house or in the state office building, and may appoint such clerical assistants as may be necessary.
