Section 1. ''Municipal hearing officer'', a person appointed by the appointing authority of a municipality to conduct hearings of alleged code violations pursuant to this chapter. ''Unpaid charge'', an unpaid fine incurred as a result of a violation of a rule, regulation, order, ordinance or by-law related to the use of property for short-term rental use or regulating a housing, sanitary or municipal snow and ice removal requirement.
