Section 83. No street railway or portion or extension thereof shall be opened for public use until the department, after an examination, certifies that all laws relative to its construction have been complied with, and that it appears to be in a safe condition for operation; but this section shall not compel the department to grant such certificate until the entire road included in the location of such railway, portion or extension has been completed.
