Section 16. No person with knowledge or notice that a dramatic or musical composition is unpublished or undedicated shall, without the consent of the proprietor thereof, cause it to be publicly performed or represented or permit a public performance or representation of it, in any public place of amusement, licensed or unlicensed, of which he is in control, or take part in any public performance or representation thereof.
