(a) The Administration may adopt rules and regulations to carry out the provisions of this subtitle, including those rules and regulations that, consistent with the safety and welfare of the traveling public, the Administration considers necessary to govern: (1) The issuance of licenses and permits under this subtitle; (2) The location, size, lighting, and spacing requirements for any outdoor sign for which a permit is to be issued; and (3) The method of erecting and maintaining an outdoor sign under a permit. (b) (1) Before a rule or regulation may be adopted under this subtitle, notice of a public hearing on the rule or regulation shall be published once a week for 2 successive weeks in at least two newspapers of general circulation in this State. The notice shall specify a time and place for the public hearing. (2) After the hearing, the Administration may adopt the proposed rule or regulation.
