(a) Within 6 months after the end of each county's fiscal year, the county shall file with the Administration a complete report of each project constructed during the preceding fiscal year. (b) The report shall include: (1) A full audit of the county's accounts relating to the project; and (2) An engineering statement that states separately and in detail all costs incurred in the project.
