(a) The Secretary shall implement a program to control the spread of phragmites, where appropriate: (1) Along the rights-of-way of the State highway system; and (2) On other lands that the Department owns or controls. (b) The Department shall study and analyze the progress made in the control in the spread of phragmites on lands that the Department owns or controls. (c) By December 1, 1994, and on request of the committees thereafter, the Department shall submit a report under subsections (a) and (b) of this section on the management and control of the spread of phragmites to: (1) The Environment and Transportation Committee of the House of Delegates of Maryland; and (2) The Education, Health, and Environmental Affairs Committee of the Senate of Maryland.
