(a) Even if not needed for highway purposes, property along controlled access highways may be acquired under this subtitle if: (1) The property is cut off from suitable access to a public highway because of the construction or reconstruction of any controlled access highway; or (2) The property is needed to provide a right-of-way or entrance to a public highway from any property that has been denied access to a public highway because of the construction or reconstruction of a controlled access highway. (b) Property may be acquired under this subtitle for a highway beautification project as specified in Subtitles 7 and 8 of this title, by the means and for the purposes specified in those subtitles.
