(a) The head of the Administration is the State Highway Administrator, who shall be appointed by the Secretary with the approval of the Governor. (b) (1) The Administrator serves at the pleasure of the Secretary and shall report directly to him. (2) Subject to the authority of the Secretary, the Administrator is responsible for carrying out: (i) The powers and duties vested by law in the Administration, except those powers and duties that are vested in the State Roads Commission by Article III, § 40B of the Maryland Constitution; and (ii) Those powers and duties vested in the Secretary and delegated to the Administrator by the Secretary. (c) The Administrator is entitled to the salary provided in the State budget.
