(a) A person may not abandon a vehicle: (1) On any public property; or (2) On any property other than his own without the permission of the owner or lessee of the property. (b) The last known registered owner of an abandoned vehicle is considered to be the prima facie owner of the vehicle at the time it was abandoned and the person who abandoned it.
