(a) In this section, "zero-emission vehicle" means any vehicle that:

(1) Is determined by the Secretary to be of a type that does not
produce any tailpipe or evaporative emissions; and
(2) Has not been altered from the manufacturer's original
specifications.
(b) A zero-emission vehicle is exempt from the mandatory tests and
inspections required by this subtitle.
(c) The Administration and the Secretary shall adopt regulations necessary
to:
(1) Provide for the determination of which vehicles are zero-emission
vehicles; and
(2) Implement the provisions of this section.
