In each charge of a violation of any speed regulation under the Maryland Vehicle Law, the charging document shall specify: (1) The speed at which the defendant is alleged to have driven; (2) If the charge is for exceeding a maximum lawful speed, the maximum speed limit applicable at the location; and (3) If the charge is for driving below a minimum lawful speed, the minimum speed limit applicable at the location.
