(a) Except as allowed by the rules and regulations of the Maryland Transportation Authority and to the extent allowed by federal law, a person may not transport or knowingly cause to be transported any of the following hazardous materials across or through any Authority highway: (1) Combustible liquids; (2) Compressed gases; (3) Corrosive liquids; (4) Explosives; (5) Flammable liquids; (6) Flammable solids; (7) Oxidizing materials; (8) Poisonous articles; or (9) Radioactive materials. (b) The provisions of § 22-409 of this article shall apply to the transportation of any permitted hazardous material across or through any Authority highway. (c) To secure and preserve life and property, the Maryland Transportation Authority may adopt rules and regulations to carry out the provisions of subsection (a) of this section. (d) A person convicted of a violation of this section is subject to: (1) For a first offense, imprisonment not exceeding 6 months or a fine not exceeding $1,000 or both; and (2) For a second or subsequent offense, imprisonment not exceeding 1 year or a fine not exceeding $2,000 or both.
