(a) A person may not drive on any new roadway or newly repaired roadway before it is opened to traffic. (b) A person may not walk on any new roadway or newly repaired roadway before the roadway is opened to traffic. (c) A person may not willfully injure or damage any highway, including a highway under construction. (d) A person may not willfully injure or damage any work, material, or structure used in connection with the construction of a highway.
