(a) The purpose of this subtitle is to implement the federal Commercial
Motor Vehicle Safety Act of 1986 (Title XII of Public Law 99-570) and reduce or
prevent heavy and commercial motor vehicle accidents, fatalities, and injuries by:
(1) Disqualifying drivers for certain criminal offenses and serious
traffic violations; and
(2) Strengthening licensing and testing standards.
(b) This subtitle is a remedial law and shall be liberally construed to
promote the public health, safety, and welfare.
(c) To the extent that this subtitle conflicts with other subtitles of this title,
this subtitle prevails.
(d) Where this subtitle is silent, the provisions of the Maryland Vehicle Law
apply.
