(a) If an application for registration and certificate of title of a vehicle is accompanied by the required fees, the Administration may issue a temporary registration to permit the vehicle to be driven pending action on the application by the Administration. (b) Temporary registration may be issued for a period determined by the Administrator. (c) The fee for each temporary registration issued shall be established by the Administration. (d) Temporary registration issued under this section may only be issued in the case of sales between persons who are not licensed dealers, and in the case of those transfers set forth in § 23-106(b)(4) of this article.
