(a) There is a Maryland African American Museum Corporation.
(b) (1) The purpose of the Corporation is to plan, develop, and manage a
Maryland museum of African American history and culture in Baltimore City, in
cooperation with and with the active support of the Mayor and City Council of
Baltimore, affected State units, and other public and private institutions.
(2) The Corporation may carry out its corporate purposes without the
consent of any unit of State government.
(c) (1) The Corporation is:

(i) a body politic and corporate;
(ii) a public instrumentality of the State; and
(iii) an independent unit in the Executive Branch of State
government.
(2) The exercise by the Corporation of the powers conferred by this
subtitle is an essential public function.
