(a) The State may pay for the reasonable transportation costs to:
(1) mitigate the impact on the communities in the immediate
proximity to the facility; and
(2) make each video lottery facility accessible to the public.
(b) (1) A comprehensive transportation plan shall be:
(i) developed by each county where a facility is located, in
consultation with the local development council created under § 9-1A-31 of this
subtitle; and
(ii) approved by the Maryland Department of Transportation.
(2) The comprehensive transportation plan shall include provisions
on roads and provisions regarding mass transit if mass transit is a substantial
manner of transportation in the county where a video lottery facility is located.
(c) The Maryland Department of Transportation shall facilitate
negotiations with affected communities to ensure the most practical ingress to and
egress from the video lottery facility.
(d) (1) Notwithstanding any other provision of this section, the
Department of Transportation may pay for and undertake the improvement and
enhancement of MD Route 589 from the intersection of MD Route 50 through MD
Route 113 in Worcester County to address the needs related to traffic capacity, public
safety, and esthetics in the area where a video lottery facility is located.
(2) The Department may take the necessary steps to ensure that the
plans for the improvements and enhancements to MD Route 589 are under
development on or before the date on which the video lottery facility at the Worcester
County location is operational and open to the public.
