Each secretary of a principal department is responsible for recommending to the Governor: (1) any change in the organization, placement, or name of a unit in the department; (2) any change, abolition, or transfer of an advisory body in the department; and (3) any centralization or coordination of administrative staff or clerical services in the department, for efficiency and effectiveness.
