With the consent of the Attorney General, the Administrator may remove from the Code of Maryland Regulations: (1) a provision of a regulation that a court of final appeal has declared to be unconstitutional; or (2) a regulation if the unit that adopted the regulation has been abolished and the regulation does not transfer to a successor.
