(a) A public employer is prohibited from engaging in a lockout. (b) Public employees are prohibited from engaging in a strike. (c) A public employer or an employee organization may not interfere with, intimidate, restrain, coerce, or discriminate against a public employee because the public employee exercises rights granted under this title.
