The Senate and the House budget committees: (1) in considering a proposed State budget, shall consider the recommendations of the Spending Affordability Committee; and (2) shall: (i) report a budget bill that conforms to those recommendations; or (ii) if the level of the budget bill in the report is above those recommendations, provide, with the report, an analysis stating the extent to which the budget bill exceeds the recommendations and explaining the budget committee's rationale for exceeding the recommendations.
