(a) The General Assembly finds that it is desirable for the State to have a program of purchased insurance and self-insurance against loss, damage, and liability that the State may incur. (b) The General Assembly intends that the State: (1) insure against loss, damage, and liability as fully as permitted by law or agreement; and (2) have a program for central administration of purchased insurance and self-insurance.
