A check that is drawn to disburse money from the State Treasury shall be: (1) signed by the Treasurer, the Chief Deputy Treasurer, or a deputy treasurer; and (2) countersigned by the Comptroller, the Chief Deputy Comptroller, or a deputy comptroller.
