(a) The Comptroller, the Chief Deputy Comptroller, or a deputy comptroller may not issue a warrant for disbursement of an appropriation to an institution or corporation unless the Comptroller has on file an affidavit that complies with the requirements of this section. (b) An affidavit under this section shall state that the affiant personally knows that no money from State funds has been paid or promised to any legislative agent, lawyer, or lobbyist for any service to obtain the appropriation. (c) An affidavit under this section shall be signed by: (1) the president and the treasurer of the institution or corporation; or (2) if there is no president or treasurer, another officer or individual who has charge of and disburses the money of the institution or corporation.
