(a) "Lump sum appropriation" means an appropriation for which the budget books or other documents that support the appropriation act contain no detailed information. (b) Within 90 days after the General Assembly adjourns, each officer or unit of the State government to which a lump sum appropriation is made shall submit to the Board of Public Works a schedule that shows, in the form and with the detail set by the Board, the proposed apportionment and proposed disbursement of the appropriation.
