(a) Except as provided in subsection (b) of this section, a proposed appropriation in the annual budget bill for a unit of State government that the General Assembly has struck or reduced may not be restored for the same purpose as originally proposed. (b) A proposed appropriation that the General Assembly has struck or reduced may be restored for the same purpose as originally proposed if the General Assembly, in striking or reducing the appropriation, expressly authorized the restoration.
