(a) The purposes of this section are to: (1) carry out the purposes of the laws relating to motor vehicle licensing and motor vehicle fuel taxes; and (2) prevent diversions of revenues that those laws generate. (b) In a budget bill, the Governor may use the revenues that are generated by motor vehicle licensing and by motor vehicle fuel taxes, including fines and penalties, only to: (1) construct, reconstruct, and maintain bridges, highways, roads, and streets; (2) pay the interest on and principal of bonds that have been issued to finance the construction of bridges, highways, roads, and streets; or (3) enforce those laws.
