(a) The Governor shall include in each budget bill a lump sum appropriation to the University College of the University of Maryland. (b) An appropriation under this section for a fiscal year shall equal the amount that University College estimates it will receive during the fiscal year from tuitions, fees, gifts, and grants and interest on those revenues. (c) (1) The supporting documents for each budget bill shall include the annual financial information statement that University College prepares. (2) The supporting documents need not include any other information about the appropriation under this section.
