(a) (1) The Secretary shall prepare for the Governor a draft of the proposed budget. (2) The draft shall: (i) be comprehensive; (ii) eliminate duplication and conflict; and (iii) include each item that the Governor is required by law to include in a proposed budget. (b) The Secretary shall include in the draft items for capital improvements. (c) The Secretary may specify: (1) the form to be used by a unit of the Executive Branch of the State government or a private entity to request an appropriation from the State; (2) information that must be submitted with the form; and (3) the time for submission of the form.
