(a) There is a Department of Information Technology established as a principal department of State government. (b) Subject to the provisions of § 3.5-302 of this title, it is the intent of the General Assembly that responsibility and oversight of the information technology projects for units of State government be centralized at the Department and that priority be given to funding information technology projects that address the needs for the public health, education, safety, or financial well-being of the residents of Maryland.
