(a) Each common carrier shall provide reasonable, proper, and equal facilities for the prompt interchange and transfer of passengers between its lines and the lines of every other common carrier. (b) A common carrier may not discriminate against other common carriers in transferring, receiving, or forwarding passengers to or from other common carriers. (c) A common carrier is not required to allow any other common carrier to use its tracks or terminal facilities.
