The General Assembly finds and declares that the purpose of this subtitle is to: (1) clarify existing law regarding the provision of competitive retail gas supply and gas supply services in the State; (2) require the Commission to license gas suppliers, energy salespersons, and energy vendors; (3) authorize the Commission to adopt complaint procedures; (4) establish certain requirements relating to the competitiveness of retail gas supply and gas supply services markets; and (5) establish standards for the protection of consumers.
