(a) Notwithstanding any other law, the Commission may not require or allow an electric company or a gas company to require a customer to authorize the electric company or gas company to control the amount of the customer's electricity usage or gas usage. (b) A customer may provide consent to participate in a program of an electric company or a gas company that provides direct load control or other utility manipulation of a customer's electricity or gas usage.
