(a) A person may not erect a pole or other structure in the sanitary district for the purpose of carrying wires overhead without first obtaining a permit from the Commission. (b) The Commission may: (1) require that plans for the location or construction of the pole or structure be filed with the Commission; and (2) charge a reasonable fee for the permit.
