The State Treasurer shall make the payments required under this subtitle to each county and qualifying municipality: (1) on warrants of the Comptroller; (2) at the end of each quarter of each fiscal year; and (3) in approximately equal amounts for each quarter to the appropriate county or qualifying municipality.
