(a) A licensee may test fireworks or their components only in an area that is: (1) set aside for that purpose; and (2) located at a safe distance from any fireworks plant building or other structure, considering the nature of the materials being tested. (b) A licensee may experiment with fireworks, pyrotechnics, or their components only as authorized by the State Fire Marshal.
