(a) A person may not throw, dump, deposit, or cause to be thrown, dumped, or deposited any trash, junk, or other refuse on any waters of the State. (b) The operator or owner, if present, of any vessel on which occurs a violation of subsection (a) of this section is liable. (c) The Department shall enforce the provisions of this section.
