(a) In this subtitle the following words have the meanings indicated.
(b) (1) "Action" means the installation, restoration, or enhancement of:
(i) A natural feature;
(ii) An activity related to the form and function of a natural
feature; or
(iii) Land conservation measures.

(2) "Action" includes the planning, design, engineering, drafting of
legal instruments, and maintenance necessary to establish a natural feature, an
activity related to the form and function of a natural feature, or land conservation
measures.
(c) "Fund" means the Whole Watershed Fund.
(d) "Overburdened community" has the meaning stated in § 1-701 of the
Environment Article.
(e) "Partnership" means the Whole Watershed Restoration Partnership.
(f) "Project" means a collection of restoration and conservation actions
coordinated by multiple entities to improve shallow water habitat.
(g) "Project sponsor" means the entity responsible for administering a
project, including accounting for funds, coordinating partners and actions, and
reporting outcomes.
(h) (1) "Shallow water habitat" means the portion of the Chesapeake and
Atlantic Coastal Bays and their tributaries for which the State has adopted water
quality criteria to support submerged aquatic vegetation.
(2) "Shallow water habitat" includes the Susquehanna River and its
tributaries within the State.
(i) "State management team" means the representatives designated to
administer the Partnership.
(j) "Underserved community" has the meaning stated in § 1-701 of the
Environment Article.
