In the planning of sampling methods and the compilation of estimates of the number of wild waterfowl in the State, the Department shall take advantage of other surveys made by reliable organizations including, but not limited to: (1) The Grand National Waterfowl Hunt, Incorporated; and (2) The Maryland Outfitters Association.
